How residual fuel is produced, specified, blended, priced and moved — a reference for traders, brokers and operators.

What fuel oil is

Fuel oil is the residual fraction remaining after lighter products such as gasoline, jet and diesel have been distilled from crude. Its commercial value comes from the fact that it is cheap per unit of energy, widely storable and, above all, the dominant energy source for deep-sea shipping.

Two grades define the modern market. Very low sulphur fuel oil (VLSFO) meets the 0.50% sulphur cap that applies globally, while high sulphur fuel oil (HSFO) at around 3.5% sulphur is consumed by vessels fitted with exhaust gas cleaning systems and by power and industrial users where regulation permits.

Specifications that matter commercially

Specification disputes are the most common source of commercial friction in fuel oil. Buyers and sellers should agree the test method and the sampling point as carefully as the price.

  • Sulphur content: determines regulatory compliance and the VLSFO–HSFO spread
  • Viscosity: usually quoted at 50°C and governs heating and pumping requirements
  • Density and CCAI: proxies for ignition and combustion behaviour
  • Water and sediment: drives off-spec claims and separator load
  • Flash point and pour point: safety and cold-handling constraints
  • Catalyst fines (aluminium plus silicon): the principal engine-damage risk in blended fuels

Blending economics

Most VLSFO delivered today is a blend rather than a straight-run product. Blenders combine low sulphur residues, vacuum gasoil, slurry, cycle oils and cutter stocks to hit sulphur, viscosity and stability simultaneously. The margin sits in sourcing components cheaply while remaining comfortably inside specification.

Stability and compatibility are the constraints that limit aggressive blending. Two individually on-specification fuels can be incompatible when commingled, precipitating asphaltenes and causing sludging, so operators increasingly resist mixing supplies in the same tank.

Pricing and benchmarks

Physical fuel oil trades against assessed benchmarks in the major hubs — Singapore, Rotterdam and Fujairah being the reference centres — with cargo and delivered bunker quotations assessed separately. Swaps and futures settled against those assessments give traders and shipowners a hedging curve out several years.

The three relationships traders watch most closely are the VLSFO–HSFO spread, which prices scrubber economics; the fuel oil crack against crude, which prices refinery upgrading incentives; and the East–West spread, which prices arbitrage between Rotterdam and Singapore.

Logistics

Fuel oil moves as clean-ish dirty cargo on medium range and long range product tankers to hub storage, then to end users by barge, coaster or truck. Terminal capacity, heated tank availability and barge scheduling are frequently a tighter constraint on delivery than the cargo itself.

Because the product must be kept heated, demurrage, line displacement and heating costs are material line items in any delivered economics calculation.

Demand drivers

Marine bunkering dominates demand, so fuel oil consumption follows ton-mile demand, fleet growth and vessel speed. Secondary demand comes from power generation in fuel-oil-dependent grids and from refinery feedstock use where upgrading capacity exists.

Longer term, LNG dual-fuel newbuildings, methanol capable tonnage and biofuel blending gradually erode conventional residual demand, while scrubber fitting supports the HSFO pool.
